After worked in METI and Cabinet Office as Deputy Director Generals, Shiozawa served as Deputy PD of Cross Ministerial Innovation Promotion Program (SIP) “Energy Carriers” which produced significant R&D outputs regarding potential of Ammonia as an energy carrier.　Based on this experience, Shiozawa wrote books entitled “Implementation of Carbon Neutral Strategy: Electrification, Hydrogen & Ammonia”, and “CO2 Free Ammonia as an Energy Carrier.”
